ASSET STRUCTURES ABNORMAL LOAD ENGINEER - Highways Essex Permanent Are you a highly capable Asset Management professional with exceptional highways engineering prowess? If so, we have the perfect opportunity for you. We are recruiting for a unique position in the delivery of planned highways works within the Essex region. You will be joining a highly professional team developing a first class service and liaising directly with the public, councils, strategic partners and other providers so you can showcase your excellent communication skills. Managing the implementation of the programmes of works relevant to operational or service area will be your key priority and you will undertake this in accordance with the strategies and policies of the County Council. For this role, you will act as the structures advisor regarding the management of abnormal loads and therefore, prior experience within this area will be highly advantageous to your application. For this particular position, your duties and responsibilities will include: *To review and manage abnormal load routing requests that fall outside the agreed guidelines (generally greater than 80 tonnes), liaising with the Abnormal Loads Officer and Network Management teams as appropriate recording all information in the relevant management systems. *To identify process and assessment improvements that can be made to the abnormal load review process for implementation to improve the efficiency and resilience of the service. *To use abnormal load assessment data to contribute to the development of structures works programmes, in particular the structures capital strengthening and upgrading programme. *To provide assistance and technical expertise for various structures asset management functions such as lifecycle planning, whole life costing, valuation and data management to ensure the authority has a strong approach to asset management. *To assist with the maintaining and updating the Structures Asset Management System including the management and analysis of data and extraction of reports as required. *To interrogate asset data to facilitate the development of asset management strategies. *To provide timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all highway-related matters as required. *To assist with the management and provision of technical support for staff dealing with all aspects of the service. *To provide assistance to the Asset Strategy and Policy Structures Engineer in relation to all aspects covered within the group and deputise in their absence. *Ensure strong budgetary control and financial management is undertaken throughout areas of responsibility. *To assist with the preparation of reports, strategies and policies and to attend challenge meetings to provide support as appropriate. *Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing relevant policies and procedures. *To provide clear and effective leadership and line management of team to ensure that staff are aware of their objectives, motivated and that productivity is maximised.

The successful applicant will also need to have the following requirements: *HNC or equivalent level qualification. Degree or equivalent high level qualification in civil engineering would be an advantage *Demonstrable knowledge of Asset Management principles and concepts *Working towards Chartership with the IStructE or ICE, or membership of a relevant Professional Institution *Evidence of continuous professional development. *Extensive knowledge and application of Highway Legislation, relevant structures procedures and standards and good practice, in particular selection of maintenance approach. *Knowledge and experience of budgetary governance, management and control measures. *Detailed knowledge and experience of a wide range of relevant engineering or service techniques and procedures including being fully conversant with the use of specialist software tools as required. *Knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations. *Experience of dealing with members of the public. *Conversant with Microsoft applications - Word, Excel, Access and PowerPoint. *Good written and verbal communication and interpersonal skills (including report writing). *Experience of management of staff including performance management. *Required to be mobile throughout an operational area (or throughout Essex or similar where more appropriate) and therefore a valid driving licence and use of car if not provided, unless the role can be undertaken effectively by alternative transport arrangements Do your skills and talents suit this role?
